SOLVED - a reject record is stopping reportcaster from distribution?

I have a small modify module (accepts one input record) that is '-INCLUDE'd in a number of fexes being run through reportcaster. I have noticed that anytime I get a reject transaction the rest of the reportcaster job doesn't distribute. When I echo the whole task I see that webFOCUS took the opportunity to slip in "SET DISTRIBUTE=OFF" after the rejected modify transaction. Hence any report that comes after this doesn't distribute.
Is this normal? Is there a way around this?

I changed the reject to update since the total row matched it doesn't make a difference.
