I don't think this is an out-of-the-box FOCUS function. I strongly suspect it's a USER written subroutine and as such will be very difficult for viewers of the FORUM to detail it's functionality.
Plus, there appears to either be an error in your post or in the code itself:

There appears to be a truncation....I suspect the Sub-Routine attributes a business day to a financial posting date. If the original posting date is a working day then this date is taken else either the last working day before the posting date or first working day after the posting date is used. I guess this is a financial report for a bank, financial institution or Trust company?

There must be someone in your organisation who knows what this function does, because it is quite certainly a locally developped function. It is not a part of the focus uws suite. Ask around with the other focus users and/or developers in your company.

I would suggest tracking down where the module exists, which library it is in, perhaps it will lead you to the source, if it is not in the IBI libraries.
