Is there no way to do this without a launch page? Because I want to use the system date in Report Caster but prompt the user when run on-demand.

None of these techniques work.

No, still get the '&TRANSDATE.EVAL' in the prompt box.
The ideal would be to use a system amper variable in the Report Caster Parameters screen.

Unfortunately you cannot prompt a default value with another amper variable unless you use javascript.

For an example look at this post: Set current date as default

However you can have a normal date prompt but on a later line override the value if report caster is running the report. For example:

-PROMPT &DATE_ENTERED.Date.
-IF &FOCFOCEXEC NE 'RCASTER' THEN GOTO LBLUSER ELSE GOTO LBLRC;
-LBLRC
-SET &DATE_ENTERED=&YYMD;

-LBLUSER
-*The rest of the report

Check for &DSTSCHEDID.EXISTS EQ 0 and then branch accordingly.
