we're using trusted authentication and when we go to the dashboard the browser just says "done" and this appears in the address bar:

I'm not sure where to isolate the problem. We restarted tomcat, but didn't fix it.
It was happening intermittently a few hours ago, now our dashboard on our development server is just non-functional.

We did change a few things in the dashboard group view builder before it happened, could there be some sort of changes in limbo that are causing this?

We are using trusted authentication as well. What is handling your security?
