I want to put a resource tree on a portal page but I want to limit it to only one folder on the tree that a user can see. Is this doable?

You can do it using the security center.

Your folder has to be Permitted ("List and Run" or just "Run" or whatever else) to a security Group.

Then your user must be part of the above Group.
