I have request where one user has schedules assigned to her she wants to move 2 of those schedules to person A and other 2 schedules to Person B. Is it even possible??
Also, She is using the 'Public' distribution list with those schedules, can the Person A or Person B modify that distribution list and what the procedure be?

Individual users cannot modify public distribution lists. If they want changes to it, and admin will have to do that or they will have to create their own distribution list. As ony mentions, all of these questions are answered in the ReportCaster documentation.
