For multiple sort fields, use the syntax

BY fieldname ON fieldname SUBFOOT [MULTILINES] [NEWPAGE]
"content ... "
["content ... "]...
["content ... "]
[WHEN expression;]

When I've used 'when' on a subfoot, I've usually created a second subfoot for the other values.

Exactly what are you trying to restrict? Or is it a styling issue you want to accomplish?
