Here's an example of a horizontal bar chart using the GGSALES file. Scrolling up or down works using the scroll bar, but doesn't work using the mouse scroll wheel. Does anyone know why or how to make it work?

I get the same behavior. I suggest you open a case as I can't find any settings for the scrolling..
