This works fine for me on any of the releases that I have (includes 8.2.01m) and produces a descending cumulative value OK.
I am not sure what you mean by your last comment about goofing up the sub-total. Can you supply an example using ggsales (for instance)?
Oh, and what MS Excel format? EXL2K or XLSX?

COMPUTE CUMULATIVE/I8C = IF ( REC_SEQ EQ 1 ) THEN TOT.DOLLARS - DOLLARS ELSE ( CUMULATIVE - DOLLARS ); AS 'Cumulative'

Also, you can avoid the multi verb request by using the "WITHIN" syntax. This may alleviate your subtotal being "goofed" up.
TABLE FILE GGSALES
SUM COMPUTE REC_SEQ/I8 = 1 + LAST REC_SEQ;
CNT.STCD WITHIN TABLE AS '# Stores' NOPRINT
CNT.STCD WITHIN ST AS '# Stores within State'
COMPUTE CUMULATIVE/I8C = IF ( REC_SEQ EQ 1 ) THEN C2 - C3 ELSE ( CUMULATIVE - C3 ); AS 'Cumulative'
BY ST NOPRINT
ON TABLE SET PAGE NOLEAD
ON TABLE PCHOLD FORMAT XLSX
END
