If I select the 'All' and the Overlay option it is not replacing/overlaying the synonym.
In the Webconsole I right click the instance, select New Synonym, double click instance, click tables, click filter check boxes, click overwrite and the check box next to the Default Synonym Name. It warns me about taking a long time. I click OK, it goes away. When it comes back I check one and it has not been updated. If I 'manually' check that specific MFD it works.
Is this a bug? Is there a work around? The Banner Oracle system has 3000+ tables and views.

Why not just right click instance and select manage files. Then you can check the main box to select all and then refresh.

Here's what I figured out. Both techniques apparently are smart enough to know that if you changed an MFD manually, or copied one from another application to not overlay it. If I delete it and then use either technique it gets created OK.
The Manage Files technique takes a lot longer 30-40 minutes and does not allow to filter by schema, but it must do some checking and gives status messages.
