I have report in PDF format using WF 7.6.1 that displays detail information with no by fields. The last two fields (ONLY) have to be on top of each other. In order to use the word over, all the fields must be aligned that way. How can I have field (abs) and field (BCD)display on top of each other when they are the last fields in the detail.

I would tend to use a subfoot here, OVER can be difficult to control:
DEFINE FILE CAR
CNTR WITH RCOST =CNTR+1;
END
TABLE FILE CAR
PRINT COUNTRY CAR MODEL DCOST
BY CNTR
ON CNTR SUBFOOT
"<RCOST"
ON TABLE SET STYLE *
TYPE=SUBFOOT,
LINE=1,
ITEM=1,
POSITION=N5,
JUSTIFY=RIGHT,
$
ENDSTYLE
END

Try using FOLD-LINE

TABLE FILE CAR
PRINT COUNTRY CAR MODEL DCOST FOLD-LINE
      RCOST AS '' IN 59
      ON TABLE SET ONLINE-FMT PDF
END

I would agree with fold-line for your proplem. The issue to me with over is not that all fields have to 'be over', the issue to me is what happens to headings once over is invoked.
