WebFOCUS, being Web, is by default a disconnected state.
I think you have two options.
1. As you said, do HTML, you have many options here, use -HTMLFORM and place the report in DIV or SPAN objects, and place them on the form. You could also start an HTML page that runs all three reports by opening to different targets.
2. Create the first report to have a, say Next, button that runs the second report and so on.
Waz, I thought about that or using an IFRAME, but if I understand it, it is more a matter of printing one report and not the others than displaying one report at a time.
Tom,
If you are doing this in one of the new version, PDF layout painter may give you what you want. I haven't had the opportunity to work with it and it isn't available in 5.3.3. Check it out.

If HTML then you could add a control button at the bottom of the HTML page that launches the next report into the current window (or a new one).
If it is PDF then you could go with Pat's iframe thoughts as the printer icon will be available in the iframe, or use the same idea and have a hyperlink in the footer to launch the next report. If the end user may print the then this is the better format imho.
If Excel then, again, a hyperlink in the footer might be an option.

I think the concept of an HTML page with an Iframe may be the best way to go.
Have a scriptin the HTML page that Shows the first report (In PDF, for printing), then have a button on the page to call the next report into the Iframe.
You may also want to just run a PDF report with a drilldown on it some where, then link to the next report.
How do drilldown links in PDF look when they are printed ??, I haven't printed a link before.
