Hi, I want to embed an external XL sheet into my HTML page and after opening this page the user should be able to update the excel sheet and when submitted the changes in the Excel sheet should be reflected in the external Excel file.

What you seem to be asking for is very complex, not effective, and not really a WebFocus issue.
My limited understanding raises 2 major hurdles, licensing, using Office Web Components, and where and how you save the data, it appears to involve server side scripts and other nasties.
If it were easy I suspect many people would do it and IB wouldn't need to produce the connector for Excel, which is where I would start if wanted that type of interoperability.

I think there is an Excel data adapter. Vaguely remember hearing about one. If so, you might be able to use somethig like MODIFY to update an external Excel file. Best place to find about abot an xcel adapter would be your IBI account rep.
