It functions and it screens the MRE tools that will present a list of apps. It screens apps from those business users. It does NOT screen the developer tools like devstudio when you are in the dataserver tree.

Actually it does. I'm on a 7.6.5 Reporting Server and, after a full restart of the WF platform AND my laptop, I'm now seeing this code function properly. The tree structure underneath "WebFOCUS Environments" in Dev Studio is correctly removing the applications that I instructed it to.
This feature is in the cusp between "Sweetness" and "Epic" on the Customer Accolades Chart. Absolutely positively requires the restart of something though, and I think it may have been the reporting server.
This puppy is SOLVED.
