Couple Things:

1. I would like to invert my color scheme to where red is the highest value and green is the lowest. Not sure which part of the stylesheet does that.
2. Is it possible to create a separate legend for each value on the Y-Axis. Example, I have 3 boxes for England on this chart, I want the box with the most sales to be green not yellow compared to only England data not all the values. I'm trying to avoid creating separate charts for each value.

EXAMPLE BELOW:

ENGINE INT CACHE SET ON
SET PAGE-NUM=NOLEAD
SET ARGRAPHENGINE=JSCHART
SET EMBEDHEADING=ON
SET GRAPHDEFAULT=OFF
-DEFAULTH &WF_STYLE_UNITS='PIXELS';
-DEFAULTH &WF_STYLE_HEIGHT='405.0';
-DEFAULTH &WF_STYLE_WIDTH='770.0';
-DEFAULTH &WF_TITLE='WebFOCUS Report';

If I understand your requirements correctly, this post might assist, even though you are looking at a heatmap, and the post is for a treemap:
