I have 4 car reports(Procedures). For 1, 4 reports i want MERGE=OFF, and For 2, 3 reports i want MERGE=ON, Can anybody help me out.. how can i proceed on?

I'm not sure you can do that. If you look at the control, the coordinate option is set at the document level. You might try having different page layouts and see if you can do it that way.
Or rewrite 2 and 3 so that they are one focexec and do the coordinating yourself.
That's correct. MERGE is either ON or OFF for the entire compound document. If you want something different you'll have to manage it yourself, as Ginny says.
