I no longer have a properties window in Layout Painter - right clicking Properties on any object still doesn't bring one up - where has it gone and how do I get it back?? I've looked everywhere

Did you check to see if the layout painter window fills your screen ? If it does, place your cursor on the left boundary and drag the cursor to the right until you see the object inspector.

I was able to find a case that addressed this. It was minimized outside the Dev Studio window. got it back by lowering the Windows taskbar and then I could see it and drag it back into the Painter.
