This condition never gets met, so the calculations are off. Is there a way to check this?
IF RESOLVEDDATE IS MISSING

DEFINE FILE GENSUSP
DIS_FIRSTSUSPENSEDATE/HMDYYSB = FIRSTSUSPENSEDATE;
DIS_RECENTSUSPENDDATE/HMDYYSB = RECENTSUSPENDDATE;
DIS_BATCHCREATIONDATE/HMDYYSB = BATCHCREATIONDATE;
DIS_RESOLVEDDATE/HMDYYSB = RESOLVEDDATE;
TODAY_AYYMD/A8YYMD = '&YYMD';
TODAY_YYMD/YYMD = TODAY_AYYMD;
FIRST_YYMD/YYMD = HDATE(FIRSTSUSPENSEDATE, 'YYMD');
RESOLVED_YYMD/YYMD = HDATE(RESOLVEDDATE, 'YYMD');
DAYS/I5 = IF RESOLVEDDATE IS MISSING THEN TODAY_YYMD - FIRST_YYMD ELSE RESOLVED_YYMD - FIRST_YYMD;
END

Try this:

DAYS/I5 WITH RESOLVEDDATE MISSING ON = IF RESOLVEDDATE IS MISSING THEN TODAY_YYMD - FIRST_YYMD ELSE RESOLVED_YYMD - FIRST_YYMD;
