Has anyone created a graph, or have suggestions for a type of graph to use to create a milestone timeline. The goal is to have a visual representation of how a study is progressing. The visual needs show a scaled timeline, that when a milestone is reached, it would get marked on the visual at the proper place, while also clearly being labeled as that milestone.

I suspect that this is exactly the same question that you posted the image for.
The answers have got to be the same.
? can the process that generated that image be run as a command line process.
If yes then you can call them using a ! or SYSTEM function call to generate the image and then include that in your report.
I expect that the method used to generate the image can only be used in the tools.
If you must generate what you are looking for in an application that requires a user "GUI" interface then you can not expect WebFOCUS, powerful as it is, to do it.
A possible solution is to get a very smart JAVA man to create a JAVA app that can be called via the command line.
