I am using Windows Server 2003 R2 Standard Edition. I have recently installed the new WebFOCUS Server 7.7.03 as well as the WebFOCUS Client. The server file is zipped file which I successfully unzipped and ran the setup.exe file. The Client is just a plain executable which was also successful.
When I try to run the Developer Studio executable it gives the error "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item."
I know you are probably thinking that this is a Windows Security issue. I am thinking the same thing but I have full Local and Domain Admin rights on this machine.
It is a VMWare image that is running Windows server. I have tried logging in as Local Admin, Domain Admin and as myself which is a Domain Admin account. I have tried downloading from different sources (FTP and HTTP) to different locations and computers. I have also tried to install the same file on a Windows XP virtual machine, the same physical server, and it works no problem. Also, all Firewalls have been turned off to eliminate that as a potential problem. I have also checked the Properties of the file and clicked the "UNBLOCK" button.
Has anyone had this issue? Can someone shed some light on this?

Just to give everyone an update on this subject. I have been in conversation with IB Tech Support and they cannot reproduce this issue. They are currently sending it to the Programming Team to see if they have any suggestions.
My Current Configuration for this setup.
WebFOCUS Reporting Server 7.7.03 WebFOCUS Client 7.7.03 Apache Tomcat version 6 Windows Server 2003 R2
If anyone can provide any assistance or suggestions please let me know.
