I think you will find that the double border style is only viewable as a double line in the HTML output format and not PDF. In PDF, as you have seen, the border appears as a single line. In EXL2K you don't even get the border. There are other line styles that are only available in HTML format (see below) and although "double" is not one of these, I've never seen it work in PDF output .

BORDER-STYLE=line_style
Sets the style of the border line. WebFOCUS StyleSheets support all of the standard Cascading Style Sheets line styles. Several 3-dimensional styles are only available in HTML, as noted by asterisks. Valid values are:

A lot of the styling is not compatible between the three most-used output types - PDF, HTML and Excel.
I usually don't use these incompatible style tags.
Ideally, the WebFOCUS stylesheet for all three output types should be the same - it should be WebFOCUS that translates the stylesheet tags to the appropriate formatting.
