I am in the HTML canvas trying to get a dropdown box selections to expand beyond the panel it is in in the portal but I am unsure how to do this. Does anyone know what settings in the HTML canvas I need to specify to do this? Screenshots below:

Not able to see your image, but if I understand properly your issue it might be the below option.
Click anywhere in your HTML page to have the Document selected. Do not select any object or control, the page itself. Then from the Properties panel set the "Load in iFrame object" property to "No".
