I have created a graph to diplay percentages along the y axis. I have some instances that the data range only goes from .01% to .03% but the graph still displays 8 horizontal lines with the first two labeled .01 the next three labeled .02 and the last three labeled .03. How can I direct the graph to only display three horizontal lines (one for .01, one for .02 and one for .03) when my range of values is very small?

Can you try this:

setScaleMin(getY1Axis(),2000.0)
