I've got a compound pdf ( made in de GUI ) with 16 page-layouts. A lot of 'references' to fex-files ( in code they're -INCLUDES ). And some dummy in between title pages.
Basically a chapter contains a title page and one or more included fex's.
Guess what... Customer wants to re-order the chapters. E.g. What now is chapter 8 should be chapter 3.
Can this be done in the GUI? Drag & Drop? Should I spend more time RTFM ?

Well, there you have it - the GUI is not built for that kind of changes ...
Alle gekheid op een stokje, I don't think the GUI can easliy deal with these kind of changes, you're probably better off (and quicker) doing it manually.

When you create your compound PDF add the individual reports via "Reference Existing Procedure" via the GUI and the reports will then be INCLUDED. Because the reports exist individually as separate fexes this should make something like this easy to achieve.

Moving Pages With the Thumbnails Tab in the Document Composer.
You may select pages to be reordered directly from the Thumbnails tab of the Document Composer. The Thumbnails tab is available from the Properties window of the Document Composer. Moving pages on the Thumbnails tab applies only to page layouts.
