it appears that the Option: Do not show on User's List is not working

I can see that the html has - MRFLAG='skipamper,hidden

but I still see it when go to my dashboard

If it's your own procedure then yes, you will still see it - it will only not show on some other users list. If it is from another user then it is probably cache.

You are right when I log in as another user it is not on their list.

(All reports where created by dev studio in standard report - not by users)

It seems that since I am MR Administrator list is not filtered - I do not remember it working that way.
But now that I understand it is fine
