I have HTML that was prepared with a 3rd party html editor which works fine when called via an -HTMLFORM external call, but when it is copied between -HTMLFORM BEGIN and -HTMLFORM END tags in a fex, I get bad results.
When done inline, does Webfocus try to parse the html before sending it on to the web server, instead of just sending what is there? If that is the case, is there an option that can be turned off, or if not, is there documentation of things to tweak when moving existing html into inline html? We're on 5.3.4.

As Mikel specified, it's most likely that ampers are causing the problem. I've been caught by this many times, moving code from an html document to a fex.
