However, when output changed to EXL2K, the underlines appear. Is this the expected outcome or do I need to use an additional statement for EXL2K output?

Looks EXL2K format adds an underline to all hyperlinks. It overrides the WebFocus stylesheet. Maybe you can remove the drilldowns for the records that a value of zero. Do the users need to see the details of a zero value?

Consider using the WHEN in your stylesheet based on that value. WHEN it 0 then there's no link otherwise there is. This requires two lines in the stylesheet to perform as desired.

Open a case with IBI this appears to be a bug. Tell them that EXL2K overwrites the WebFocus stylesheet. You don't want underlines in any of your drilldowns. You can give them this basic sample fex using the CAR file.
DEFINE FILE CAR
SEATS/I11 = IF COUNTRY EQ 'ENGLAND' THEN 0 ELSE SEATS;
END
TABLE FILE CAR
PRINT
COUNTRY
CAR
MODEL
DEALER_COST
RETAIL_COST
SEATS
ON TABLE NOTOTAL
ON TABLE SET PAGE-NUM OFF
ON TABLE SET HTMLCSS ON
ON TABLE PCHOLD FORMAT EXL2K
ON TABLE SET STYLE *
UNITS=IN,
SQUEEZE=ON,
ORIENTATION=PORTRAIT,
$
TYPE=REPORT,
GRID=OFF,
FONT='TIMES NEW ROMAN',
SIZE=10,
$
TYPE=DATA,
COLUMN=N6,
COLOR=RGB(8 0 0),
STYLE=-UNDERLINE,
$
TYPE=DATA,
COLUMN=N6,
COLOR=RGB(8 0 0),
STYLE=-UNDERLINE,
TARGET='_blank',
FOCEXEC=drill,
WHEN=N6 NE 0,
$
ENDSTYLE
END
Ok I think I got it working but you will have to hold as HTMTABLE. Then SET the HTMLFORMTYPE to XLS and then change the styling hyperlinks using CSS. You might not like this workaround.
DEFINE FILE CAR
SEATS/I11 = IF COUNTRY EQ 'ENGLAND' THEN 0 ELSE SEATS;
END
TABLE FILE CAR
PRINT
COUNTRY
CAR
MODEL
DEALER_COST
RETAIL_COST
SEATS
ON TABLE NOTOTAL
ON TABLE SET PAGE-NUM OFF
ON TABLE SET HTMLCSS ON
ON TABLE HOLD AS H1 FORMAT HTMTABLE
ON TABLE SET STYLE *
UNITS=IN,
SQUEEZE=ON,
ORIENTATION=PORTRAIT,
$
TYPE=REPORT,
GRID=OFF,
FONT='TIMES NEW ROMAN',
SIZE=10,
$
TYPE=DATA,
COLUMN=N6,
COLOR=RGB(8 0 0),
STYLE=-UNDERLINE,
$
TYPE=DATA,
COLUMN=N6,
COLOR=RGB(8 0 0),
STYLE=-UNDERLINE,
TARGET='_blank',
FOCEXEC=drill,
WHEN=N6 NE 0,
$
ENDSTYLE
END
SET HTMLFORMTYPE=XLS
-HTMLFORM BEGIN
<!DOCTYPE html>
<html>
<head>
<style type="text/css">
A { font-family:TIMES NEW ROMAN !important;
font-size:10pt !important;
font-style:normal !important;
color:black !important;
text-decoration: none !important;
}
</STYLE>
</head>
<body>
!IBI.FIL.H1;
</body>
</html>
-HTMLFORM END
It works fine for me without needing the "ON TABLE HOLD AS H1 FORMAT HTMTABLE", just a plain old "ON TABLE PCHOLD FORMAT EXL2K" and the "WHEN=N6 NE 0".

No - no underlines at all. That's how HTML and PDF is displaying. I think it looks messy.
These reports are run from a HTML Dashboard where the User selects a report and its parameters - and selects an output type. This is passed as a variable using &WFFMT to the Parent report and also gets to the Drill Down (hyperlink) where the Child report accepts.
Like I said above, this (using the -UNDERLINE) works fine in HTML and PDF - just not Excel. Was just wondering if this is an expected behavior (or not) and what else could be done to produce the same results like on the other formats.
