I'm working on setting up a public factbook using BI Dashboard and have found that I can not add content blocks because the domain is Default MR Domain. How can I make all the other domains available to select my content?

what you see in the dashboard view builder is based on what access the group has. If you or your admin gives the group you are creating the dashboard for access to multiple domains then they will become available for selection.
