Has anyone worked with the Report Caster setting called Packet Email when setting it to Burst?

I am running in to a case where I orginally set it to No so I could have all attachments in a burst list be sent out in individual emails. The problem is that I had another Report Caster job that runs 4 tasks and is sent to one individual. The setting now causes him to get 4 emails.

In my reading it says that setting Packet Email to Burst will group attachments in a single Report Caster job with multiple tasks by similar burst values. It is still splitting them into separate emails. Has anyone else had this issue?

If this isn't the cause in your environment, I'd like to recommend opening a case on InfoResponse Online so that we can look into this further.
