When you say the Dev Studio was running slower, is it working with SiteMinder? If so, then the following info was located for some generic reference:
When differences in behavior occur in different areas of Developer Studio, it is usually related to the communications layer or the middle tier. Developer Studio freezes because of requests sent by the communications layer that have the timeout set to infinite, and the middle tier fails to respond.
