I think that your best bet would be to hope that Danny of SRL will be along to assist you. Alternatively look them up (SRL in Israel).
If your company is new to WF they may be able to provide some consultancy (I believe they are IB affilates or similar?) to ease you through your initial learning process.

As I do not know what hebrew output should look like, is the following anything like your requirement? This one has BYDISPLAY turned OFF and is the equivalent of the code below, however BYDISPLAY = ON would be easier to achieve.
TABLE FILE CAR
SUM RCOST
DCOST
BY COUNTRY
BY CAR
BY MODEL
ON TABLE PCHOLD FORMAT EXL2K
ON TABLE SET BYDISPLAY OFF
END

Hi
just to clarify:
1.SRL is IBI's agent in Israel.
2. Its highly recommended to attend webfocus training for new developers
3. WF 7.6.10 introduced a new SET for EXL2K, HTML,AHTML and PDF
SET LAYOUTRTL=ON
creates an automatic right to left report
4. In previous versions,
HTML: using htmlcss with dir=rtl or div align=right with SEQUENCE EXL2K,PDF: using the SEQUENCE attribute in the WF stylesheet to re-arrange the order of the columns from right to left
