Is there a way to put one border around the entire data section? In the following example, each and every cell in the data section has a border:

Unfortunately, I don't think it's possible. If WebFOCUS would generate <TH - Table Header tags and <TBODY - Table Body tags to separate the HEading and column titles from the report body, then you probably could use CSS styling to put a border around the body of the report.
You could perhaps use a border-bottom on the column titles and a border-top on a footing and thus get two out of the four borders! Then, perhaps, you could use a border-left on the first data column and a border-right on the last data-column - all this sounds pretty ugly, and there may be gaps in the border...
