We do not have access to IBI Tech Support so I am posting this question here.
Some of our ReportCaster scheduled reports are not getting executed by the scheduler. All of our reports have run successfully multiple times via the scheduler, but there are always a handful of random reports that do not run. There does not appear to be a pattern.
The production support team has not found any errors in the logs or trace files. There are two ReportCaster 8.0.05 instances running on two separate Windows servers. Both RC instances are pointing to a single RC repository (SQL Server 2012). They are considering turning off one of the two RC instances to see if the problem persists when running just one RC instance. Unfortunately I do not have access to any of the WebFOCUS or RC consoles to troubleshoot it myself. I'm going to suggest that the prod support team compare configs on both RC consoles, test jdbc connections to the repository, etc.

Unfortunately bugs like this, when there are no errors, can be difficult to pinpoint over the forum. I would normally suggest that you open a case with Tech Support but since that is not an option for you, I am not able to help very much. I do think that the steps you outlined for the prod support team are a good start to pinpointing the problems.
