I have a check box that is being reference from another sheet. Depending on the value that's on the cell, it will check the box or not. Right now, the value is not being triggered. However, when you go into the worksheet and put it the actual value it works.

From what you have written this sounds more of an Excel issue than WF. Please explain in more detail what you are doing and what you expect to achieve.

Try saving the sheet as format .xls and then reopening it. Make sure you are referencing the correct sheet and cell.
