To anyone who may know why this error occurs:

I am running a procedure where I create a chart and save it and then place that hold chart name on a template that I created and it should open in power point.

You may have an issue with your template, too, but I don't see a CLOSE for your compound report. I believe that last SET COMPOUND statement should be SET COMPOUND=CLOSE. I also haven't seen single quotes used in the SET COMPOUND statement before. You might try removing them.
