Sorry for my ignorance guys - but is Report Library purely a storage mechanism for reports run out of Caster? Is it useful? and is there any flexibility? or is purely for report history purposes? What about jobs run via Dashboard? - can these be stored on Report Library? TIA Stuart

Report Libray is just that a library for jobs that run via Report Caster. However, you can use that Report Caster API and have users schedule jobs to the Library even from Dashboard.
Guys thanks for taking the time to provide this information. I'm not sure if it's our answer, let me through out this senario.
We have parameterizied reports that we would like to run through reportcaster to take advantage of the distribution. It almost sounds like the Library could expose those reports run from Report Caster and maybe then re-run? What about parameters?
There is a scheduling application distributed with Managed Reporting and Dashboard that allows end-users to schedule reports and distribute the output to the Library. It's available by default any time a user has ReportCaster and Library privileges, so you don't need to use the ReportCaster API.
