Can anyone tell me why the last line 
"Record Counts: <SUM.RECORDS_CNT"
keeps printing out 1, when i know that i have around 500 records? Im trying to get a total count of all the records in the report.

Solved with TOT.RECORDS_CNT, this gave me all of the records on the report.

What you need it TOT.RECORDS_CNT rather than SUM.RECORDS_CNT. It has to do with a combination of how and when prefix operators work, the use of sort fields, and contents of the internal matrix. I believe in your case it was only refering back to the last calculated value of RECORDS_CNT. I'm sorry I can't explain any better than that. My understand comes from using this to no end and knowing what works and what doesn't. Better explanation anyone, please?

You are doing a PRINT so the last value of your field RECORDS_CNT is 1.
You may create a multiverb report like this

.....
SUM RECORDS_CNT NOPRINT
BY &SORT NOPRINT
PRINT
 FULL_NAME
....
