HTML is quite different from Excel, so some styling will not work. In your example, the SQUEEZE option does not work in HTML, but the WRAP and JUSTIFY will.
What is it you want to do? Do you want to make the width of the column wider than the widest value in it? If you want to make it narrower than the widest value, you must remove the WRAP=OFF option.
