I've done some searching and this seems to be a common issue trying to remove lines between headers/footers and the report data. I couldn't find a solid answer in the search results I came across, but I tried SET DROPBLNKLINES = ALL and ON, neither worked. I also tried removing ON TABLE SET HTMLCSS ON and no success either.
I'm trying to output to HTML format as well. Anyone have any solutions for removing these unwanted lines? Here's my code:

I did some more digging into the stylesheets and it looks like it might have something to do with the GRID = OFF setting. When I change this to GRID = ON and also remove the lines:
then the report does not have the gap between the data and the footer. However, then it has a grid around everything that I do not want either. Still trying to find a solution for this. I would ideally want the grid off and this space removed.

Have you tried commenting out the style sheet? My first thought is it's something in there causing it.
