I have 2 fields that are the same but the master file has one that is D12.2 and one that is P9 (and yes I am not allowed to touch the master file to change it). How do I sucessfully do a join so I can join these 2 fields?

Look into the defined based join. Assuming you are only joining on one field should help. Don't think you can use it on multiple fields in the join.
JOIN D12.2FIELD_DEF WITH P9FIELD IN FILEA TO D12.2FIELD IN FILEB AS J1 END DEFINE FILE FILEA D12.2FIELD_DEF = P9FIELD; END ,,,
