If have a report and a graph that I want to export to excel together one worksheet. How can I control where the graph is place so it is not on top of my report? Is that possible? Can I specify that I want the graph to start in CELL A20?

I think for this you would want to use an Excel Template. I don't think you can specify which cell the graph goes into, although I am not positive.

What I would do is create a 2 sheet excel template

The graph and report on Sheet 1. The data in sheet 2. This works well if the data is a fixed number of rows and columns. If not then you may have to use a macro in your template to properly update the report and graph on Sheet 1.
