That may be, but this gives you some code that you might be able to incorporate.
The verb doesn't have to be COUNT, it could easily be SUM, PRINT, WRITE etc.

Or you can have your claim count per policy hold in a file that will then be JOINed to the more detailed file (Policy/Claim file) where the join is made on Policy#. That way the same claim count will be repeated to each matching Policy#

Or you can use PARTITION_AGGR:
TABLE FILE CAR SUM SALES COMPUTE CNT/I5 = PARTITION_AGGR(SALES, COUNTRY, B, E, CNT); BY COUNTRY BY CAR END
If I don't use COUNT as the Verb it does not seem to work right. Looks like the hold file will work.
As for the PARTITION_AGGR function, looks like another reason to get our upgrade done. We hope to move to 8203 in January 2019.

If you use SUM then use a prefix operator on the field such as CNT.fieldname.
