I want to customize the default tooltip by showing parameters (see *GRAPH_JS), but is it possible to add this information on the default tooltip information. Or, is it possible to separately retrieve the attributes of the default tooltip.

I'm not entirely sure I understand what it is you are trying to do. Can you clarify? What attributes of the tooltip are you trying to retrieve and for what purpose? Can you give an example of what you want the end result to do?
The standard tooltip display for the first bar is : DEALER_COST, ENGLAND: 37,853
However, let’s say for example I want to show a percentage of the Dealer_cost (e.g. 10 %) instead of the Dealer_cost. For this purpose I have defined a variable &PCT with value 0.1 To compute the SUM I used the following code COMPUTE DEALERCOST/D12 = (CAR.CAR.DEALER_COST * &PCT); AS DEALER_COST
Assuming the above the standard tooltip display will be: DEALER_COST, ENGLAND: 3,785
However, what I want to see on the tooltip display is: DEALER_COST ENGLAND 3,785 10%
I think what you are looking for is in the WF JS Chart pdf.
Go to chapter 5 Charting, Section Formating the chart title. That should give you what you need
