If the report is a compound report then this is the expected result. The graph is automatically converted to png.
Also, please review the following statement:
For disconnected distribution - drill-downs, Charts or other functionality, JavaScript should be involved. The required JavaScript is not included in the HTML5 document, but rather referenced via the URL pointing to the Web Server and the requisite JS files.
The AHTML file, however, is bundled with the required JavaScript code and is standalone. It is recommended to switch to the AHTML format for standalone viewing.
