What if you put "COUNTRY" in a define field that expands the size and do your cross sort on the define?

You can use the WIDTH parameter of the Style Sheet to set the width for all columns, or for specific columns by addition of the COLUMN parameter.

It works with HTML, I tried with PDF and didn't work well.

For PDF, I believe you will need to use the POSITION keyword in the StyleSheet to position the columns as desired.
