You also need at least 7704 I believe. We were very excited to use it after seeing the 2012 summit presentation, however realized on 7703 it doesn't work.
If you go to the link below, you can download a presentation and code examples for using Excel templates. I wanted to build templates with macros, and I was not able to that until we upgraded to WebFOCUS 8. The information in the tips and techniques below was very helpful to me.
I've been using Excel templates with macros for a long time and I'm on 7.6.11. I just had to keep a copy of Excel 2003 so I could build .mht files. We currently use Excel 2010.
