How would I use conditional styling to color the text on the Y axis or the bar itself of a bar graph different colors based on a different field?

In other words:
  
GRAPH FILE CAR
SUM 
DEALER_COST 
COUNTRY NOPRINT ? (I know the syntax is wrong here)
BY CAR
...


I use COUNTRY since it is the field I want to use to format either the display of CAR (bar) or DEALER_COST (text/label) and it is a non-numeric field which means it has to be a by field or CNT. field in the sum and I do not want to display it or multiple charts.
