With -READ you read a certain value into an &-variable. This &var will always contain a value and if you do not specify anything, the value of the &var will be interpreted before it is being used in a comparison. To prevent Dialog Manager from first interpreting and then evaluating, you can use the asis-phrase like: -IF ASIS(&VAR) EQ '0' For further info on this see: this IB article.

If you are creating the file with WebFOCUS/FOCUS, you can test for the NODATA character string. For example:
TABLEF FILE xyz
PRINT FLD1 FLD2 FLD3 ... FLDX
ON TABLE SET NODATA NULL
ON TABLE SAVE
END
-RUN
-READ SAVE &FLD1.8 &FLD2.12 &FLD3.6...
