What I have found on our TechSupport site is the following:

As of February 2015, the Teradata client version 13 has not been fully tested
or certified with WebFOCUS 7.6.4.

Teradata TTU13.1/TD/13.1 is certified on the 7.6.10 and up releases of the
Reporting Server

Here is the version of WebFOCUS that does support Teradata R15:
The support for Teradata v.15.0 (via both CLI and ODBC) was introduced in
7706m (810x) by the project you referring .
