I have 1 PDF report developed in Report painter in whcih data is distributed into 2 tables generated from 2 different SQL files with different number of columns using PDF NO BREAK and PDF OPEN and CLOSE.
The Report generates fine except that the header is present only in the beginning of the first page.
Will it be possible to place report header in every physical page of the PDF.

Perhaps you can use the Document Composer in Dev Studio. I think it allows you to define a "master page" whose content can be merged with the actual report output so you could place your heading information as static content.
You could then place your 2 .fex references that produce PDF with one flowing after the other, none of which would have a HEADING section as that will be taken care of by the master page.
I've never tried this but it may be worth researching and trying out.
